Whereas, Dr. Jan Carney of South Burlington served as Vermontís commissioner of health for over 13 years, and

Whereas, a graduate of Middlebury College, she continued her education by earning a medical degree from the University of Cincinnati, College of Medicine, and further polished her credentials for the commissionerís post when she earned a masterís degree from Harvard University School of Public Health, and

Whereas, when former Governor Madeleine Kunin appointed her Commissioner of Health in 1989, Dr. Carney embarked on a distinguished career in Vermont state government, as evidenced by her appointment by three governors representing two political parties, and

Whereas, Dr. Carney was acknowledged as one of the nationís premier public health administrators, and

Whereas, during her tenure, the department of health initiated research projects which greatly improved the administration of the stateís health programs, and

Whereas, she vigorously campaigned through informative educational efforts against health threats such as breast cancer, AIDS, and smoking, and

Whereas, since she assumed office, preventive health care measures have assumed a higher priority for Vermonters, and

Whereas, Dr. Carney successfully assumed administrative responsibility for the medical practice board, finally providing that important state board with an appropriate departmental home, and

Whereas, despite her hectic schedule, she has emphasized the importance of medical education by serving as an adjunct faculty member at the University of Vermont Medical School, and

Whereas, she leaves an exemplary legacy of public service for future health commissioners to emulate, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly recognizes Dr. Jan Carneyís extraordinary accomplishments as a public health administrator while serving as Vermontís commissioner of health, and be it further

Resolved:† That the Secretary of State be directed to send a copy of this resolution to Dr. Jan Carney in South Burlington.
