†††† Whereas, as Clerk of the Vermont House of Representatives, Don Milneís reputation is esteemed, based on his comprehensive command of Masonís Manual and his undisputed fairness and nonpartisanship in advising the members on the intricacies of parliamentary procedure, and

†††† Whereas, while the House has served as the center of Donís professional life, he has been active in civic and fraternal activities far beyond our chamberís historic walls, and

†††† Whereas, his municipal duties in the town of Washington have included public service in the roles of library trustee, school board member, and for the last two decades, selectboard member, and

†††† Whereas, for over four decades, Don has been an active member of the Barre Elks Lodge #1535, and

†††† Whereas, he has held many leadership positions in the organization, starting as esquire, proceeding to lecturing knight, then leading knight, chair of the lodgeís governing board, exalted ruler, and subsequently, a second and third term as chair of the governing board, and

†††† Whereas, on behalf of the Lodge, Don established a senior meals program and has organized a scholarship fund dinner, and

†††† Whereas, the Barre Elks Lodge #1535 has bestowed its highest honor on Don, Barre Elk of the Year, in recognition of his outstanding leadership and contributions to both the Elks and the community at‑large, and

†††† Whereas, his wife, former Representative Marion Milne, their three children, and eight grandchildren are all extremely proud of Donís accomplishments and receipt of this special recognition, now therefore be it

†††† That the General Assembly congratulates its much‑respected Clerk of the House, Don Milne, on receipt of the Barre Elk of the Year Award from the Barre Elks Lodge #1535, and be it further
