ACT NO. 13


Conservation; Wastewater; Unimproved Lot Buildout Extension

This act extends from November 1, 2002 to November 1, 2004 the time within which certain unimproved lots have to be improved if they are to be exempt from the wastewater and water supply rules established under 10 V.S.A. chapter 64. It also amends the law regarding the assurances required from the designer and installer of certain small wastewater systems, so that their certifications with respect to the design and the installation of the wastewater system will be stated as being subject to the exercise of reasonable professional judgment. The act requires that prior to June 1, 2003, the commissioner of taxes shall prepare and supply to each town in the state a notice developed by the agency of natural resources informing taxpayers that state law has

changed with respect to the ability to build a single-family residence on an unimproved lot.
