Subject: Public service; standards of electric labeling
Statement of purpose: This bill proposes to authorize the public service board to establish standards for the labeling of electricity for retail sale.
AN ACT RELATING TO STANDARDS FOR LABELING OF ELECTRICITY FOR RESALE
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 30 V.S.A. § 209(f) is added to read:
(f) The public service board may prescribe, by rule or order, standards for the labeling of electricity delivered or intended for delivery to ultimate consumers as to price, terms, sources of and objective environmental impacts, along with such procedures as it deems necessary for verification of such information contained in such labels. The public service board may prescribe, by rule or by order, standards and criteria for the substantiation of such labeling or of any claims regarding the price, terms, sources of and environmental impacts of electricity delivered or intended for delivery to ultimate consumers in Vermont, along with enforcement procedures and penalties. These standards may include provisions for the form of such labels, and shall include provisions for content addressing, at a minimum:
(1) information on price;
(2) terms and conditions of service;
(3) types of generation resources in a seller’s mix and percentage of power produced from each source;
(4) quantity of major environmental impacts per unit of energy, as determined by the board, based on reasonably verifiable data; and
(5) other services, including, but not limited to, energy services or energy efficiency opportunities.
