Statement of purpose: This bill proposes to require the public service board to investigate and determine procedures and standards for ensuring public, educational, and state and local governmental access to modern telecommunications networks.

AN ACT RELATING TO TELECOMMUNICATIONS AND PUBLIC ACCESS

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1. PUBLIC SERVICE BOARD; INVESTIGATION OF PUBLIC,

EDUCATIONAL, AND STATE AND LOCAL GOVERNMENTAL ACCESS

TO TELECOMMUNICATIONS NETWORKS

The public service board shall, after notice and hearing, investigate and determine procedures and standards for ensuring public, educational, and state and local governmental access to modern telecommunications networks. The goal of the board's investigation shall be to ensure that access to public telecommunications networks is at least as effective as the system of public access required of cable television systems. Theboard's investigation shall include consideration of requiring cable television systems to provide adequate capacity and appropriate facilities to connect each regional vocational center operating under section 1522(4) of Title 16 with Vermont Interactive Television programming. The board shall review its planned investigation with the Committee on Commerce of the House of Representatives and the Committee on Finance of the Senate on or before December 1, 1997. The board shall implement the results of its investigation on or before December 1, 1998.
