Whereas, the American Red Cross is designated by the Congress of the United States in the act approved January 5, 1905, as amended (36 U.S.C. § 1-9) as the lead voluntary agency responsible for national and international relief in time of peace and to apply the same in mitigating the suffering caused by pestilence, famine, fire, floods, and other great national calamities, and to devise and carry on measures for preventing the same, and

Whereas, Vermont's three American Red Cross Chapters have trained thousands of volunteers in our state in essential skills such as CPR, first aid, HIV-AIDS education, and family disaster preparedness, and

Whereas, the American Red Cross will promote a new program entitled "Safe Families-Ready for Anything" to encourage families to obtain training in CPR, first aid, HIV-AIDS education, family disaster preparedness, and other lifesaving skills, and

Whereas, the American Red Cross collects nearly half the nation's annual blood supply, ensuring the availability of blood for individual emergencies, and

Whereas, the American Red Cross provides an emergency communication link between members of the armed forces and their families back home, and

Whereas, the American Red Cross continues to provide these vital services to communities throughout Vermont, and

Whereas, all of these essential Red Cross services are made possible by donations of time, money, and blood by all Americans, and

Whereas, the month of March has been designated annually as "American Red Cross Month" for more than 50 years, and

Whereas, the volunteers of the American Red Cross provided extraordinary service and support to families affected by the July 1997 floods and the January 1998 ice storm, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly congratulates and thanks the Vermont chapters of theAmerican Red Cross for the excellent services that they provide to all Vermonters, and be it further

Resolved: That the General Assembly urges all Vermonters all year long to financially support their respective American Red Cross Chapters in addition to donations of time and blood, and be it further

Resolved: That the Secretary of State be directed to send a copy of this resolution to each of the three Vermont Chapters of the American Red Cross.
